AP GO 125 NTR Housing Programme for the Year 2015- 16 Sanction of 2,00,000 Houses in Rural areas

AP GO 125  Dt. 22-08-2015 Sanction of 2,00,000 (Two Lakh ) Houses in Rural areas under  NTR Housing  Programme for the Year 2015- 16 

1.In the G.O. 1^st read above, Government constituted a Group of Ministers to advise the Government  on evolving suitable guidelines for the New NTR Housing Programme and Identification of appropriate technology and application of the same in the execution of the Housing programme.

2.  The Group of Ministers in its meeting held  on 05.05.2015 recommended for sanction of 2 lakh houses for the year 2015- 16 in the following pattern:-

3.  In the note 2^nd read above, the Managing Director., A.P. State Housing Corporation Limited has submitted the following proposals for approval of the Government.

a.  To take up Two lakh houses i.e, 111742 houses under NTR Housing Programme during the 2015-16 in addition to 10000 houses under Hud Hud Cyclone Housing and 78258 houses under Indira Awas Yojana, subject to confirmation of final number of houses under IAY by Government of India.

b.   To enhance unit cost for all the houses both under NTR Housing & IAY houses.

c.   To entrust the task of identifying eligible beneficiaries to the Rural Development Department in Rural Areas and MA&UD Department in Urban areas.

d. To continue the practice of facilitating the construction by the beneficiaries, except in Urban areas, where construction would be in G+ model.

4.         Government after careful consideration of the circumstances reported by the Managing Director, A.P. State Housing Corporation Ltd., hereby accord permission to sanction of 2,00,000 ( Two Lakhs) houses in Rural areas of the State under NTR Housing Programme for the year 2015-16 with the unit cost of Rs.2,75,000/- per house with the following financial pattern:-

5.   The District Administration shall select the beneficiaries duly involving Janmabhoomi Committees. The constructed area for house is 275 sq ft. The Managing Director, A.P. State Housing Corporation Ltd., shall prepare the design of the house along with detailed technical specifications and quality parameters for each item like doors, windows and finishing etc., in consultation with the Group of Ministers and furnish the proposals to Government for approval.

6.  The Managing Director, A.P. State Housing Corporation Limited is directed to take up the construction of 1,50,000 houses as colony housing and 50,000 houses under scattered housing. The houses in East Godavari, West Godavari, Krishna and Guntur district construction shall be in G+1 or G+2  model depending on beneficiary acceptance and availability of lands. Any additional amount required for filling in low lying areas etc, will be tied up either through NREGA or separate funds to be provided by Government.

7. The Managing Director, A.P. State Housing Corporation Limited is also directed to take up required departmental restructuring so as to deliver the houses in time, to cope with the new scheme i.e NTR Housing. New technologies like prefab or hybrid construction shall be considered for undertaking these houses for timely completion and with required quality.

8.  It was also decided to sanction 150 crores for housing repairs to the houses  which includes roof repair, plugging leakages in house, plastering (inside and outside) and floor repairs which were constructed before 2004 under Weaker Section Housing programme. The maximum amount to be sanctioned per house for repairs is limited to Rs 10,000. The District Administration shall select the houses duly involving Janmabhoomi Committees and estimates to be prepared by Housing Department.

9. The Managing Director, A.P. State Housing Corporation Ltd., shall take necessary further action in the matter accordingly.

10.This order issued with the concurrence of the Finance Department vide their U.O.Note.No.3412/207/EBS/.XII/2015, dt.21.08.2015.
